DRAGONS DISTRICTS CUP COMPETITION
SEASON 2007 – 2008
- Teams from both Caerphilly and Gwent District can enter
- From Under 12's through to Under 16's
- The Dragons Districts Cup Competition will consist of both cup and plate competitions.
- Pathway rules to apply for all levels of competition.
- Squad sizes will be a maximum of 22.
- If a team cannot field a full side, the game may commence with the same reduced numbers on both sides.
- No player will enter the competition without a valid registration card.
- Entries per age group competition must have 4, 8, 16 or 32 teams.
- If insufficient teams in each age group, then Byes will be added to the draw to ensure 4,8,16 and 32 teams are in the first round. (i.e. If 7 teams enter then 1 Bye will be added, if 19 teams enter then 13 Byes will be added) It will be the luck of the draw, as in any knockout competition.
- All teams and any Byes will be drawn from a Hat at the start of the competition
- The winner of the first round progresses to the Cup competition
- The loser of the first round progresses to the Plate competition
- The first team mentioned, in any match (apart from the two finals) is deemed to be the home side.
- If a team has a Bye in the first round, then the Bye progresses to the Plate competition
- If, when the draw is made, two Byes are playing each other, then both Byes will progress to the Cup and Plate competition.
- If the score at the end of full time, in any cup match, is a draw the following rules will apply...
- 1 st – Team with Highest try count progresses (If still the same)
- 2 nd – Team with Number of successful conversions (If still the same)
- 3 rd – Away team progresses
- At the end of each Cup Match the result must be communicated to the Cup Committee, either by phone or email, so that the next round matches can be known
- A separate phone number (answering machine) and separate email address will be set up, just for Dragons Cup results. These are stated below;

- Dragons Cup results e-mail address; dragonsdistrictcup@monmouthrfc.com
- The score sheet, signed by both the team coaches/managers and referee must be submitted to the Cup Committee at the next available District Meeting
- A website will be made available to view the status of Cup Results, by age group, print team sheets and print the Cup rules. This website is stated below, simply click on the new Dragons, District Rugby Logo and follow the instructions; www.monmouthrfc.com

- Home teams to provide a neutral referee. If neutral referees cannot be obtained then the away opposition must be given the opportunity to obtain a referee of their own. If a referee has any connection with a particular club he is not deemed to be neutral. If the home side has any doubt they should advise the opposition and Dragons Gwent District committee well in advance of the fixture.
- All teams participating in the cup competition must have numbered jerseys in which to play.
- All cup fixtures arranged between clubs must be honoured.
- Any team failing to honour their arranged cup fixture without good reason, or without giving adequate notice to the opposition, will risk forfeiting the match.
- If a fixture has been cancelled more than once by the home side due to an unplayable pitch they will lose home advantage for the rearranged fixture. That fixture will then need to be played within two weeks of the cancellation of the 2 nd game and in advance of the next cup round date.
- Cup fixtures will take precedence over any other friendly fixtures.
- If teams are in dispute over a cancelled and/or rearranged fixture then the Dragons District Cup Committee and WRU will decide upon the date and venue.
- Team managers must produce registration cards for inspection by the opposition before the game commences, along with a team sheet with the players names and registration numbers, then signed by either a coach/team manager from both teams and the referee when he adds the score at the end of the fixture.
- Team sheets must be submitted to the Dragons District Cup Committee at the next Dragons, Gwent or Caerphilly District meeting following the fixture.
- If a player transfers from one club to another, and has played in the previous round(s) of the cup, he will therefore be “cup tied” for the next round of the cup only, following the completion of his transfer.
- If a player is playing up, or returning down a year from the same club or via a transfer from another club and has not played in any previous cup rounds for the age group in which he is returning to he will not be deemed cup tied for the next round.
- The number of clubs a player can transfer too in one season will be monitored by the WRU and Dragons District Cup committee and it will be upon their discretion as to reasons why and whether those transfers will be allowed.
- Teams found to be playing unregistered or cup tied players may be eliminated from the cup competition.
- All players, coaches and supporters must strictly adhere to the WRU code of conduct. Any serious breach of discipline may result in the team being eliminated from the cup competition.
- Any discrepancy with any of the above rules, or if there are issues throughout the cup competition that are not covered by our existing rules, the final decision will be made by the WRU and Dragons District Cup Committee.
